Memorandum is Scale D. It should be read by Departmental Secretaries and officers dealing with personnel matters, and distributed to all officers who keep a copy of Civil Service Regulations. It should also be brought to the attention of all officers concerned.

As a result of an increase in fares on the Hong Kong-United Kingdom route, the non-standard passage allowances for UK and local directorate officers will be revised as follows with effect from 1 February 1993 -
