I think that a possible compromise which would make things easier for the French to go back on their earlier decision would be for them to allow extradition to a country other than Hong Kong. This would almost inevitably be the UK but I do not know if the UK courts would have jurisdiction to try Saniman. If not, perhaps the extradition could be to Hong Kong subject to it being agreed that any sentence imposed there on Saniman - it would apparently go well beyond 1997 - would be served in the UK.

I shall be grateful to hear from you both as to the above and as to whether the letter to Madame Masse Dessen can be issued.
