Attached are copies of a draft of the legal arguments to form part of the "requête" and a covering letter from Maître Bertolas. I also send you a preliminary English translation of the draft which I have received.
The rest of the "requête" will set out the background to the case. It is still being prepared by the Hong Kong government.
As you know, there is now very little time left to lodge the "requête" - the last day is Wednesday 20 May - so Maître Bertolas would appreciate your checking with London immediately that there is nothing in the legal arguments from which they would wish to dissociate themselves. I myself do not see anything objectionable.
I do not know when we shall receive the background part of the "requête". This depends on Hong Kong.
I would emphasis that, in Maître Bertolas' opinion, the only chance of succeeding in having the previous decision of the French government reversed is if the UK government appears as the applicant and can follow up the "requête" by political pressure at a high level. This would presumably be done by the Ambassador, if he agrees, seeing the French Foreign Minister.
