I enclose a very preliminary translation of the draft "legal part" of the gracious request to the French government. The French text was sent earlier today to Madame Masse and also to Mr Wise, counsel of the British Embassy in Paris.

As it is likely that there will be very little time early next week for the various people involved to review the final text which shall have been prepared by Madame Masse, I can only suggest that you pass on the enclosed draft, as a draft, but for elimination by anybody who is likely to want to see the request before it is sent.
