The quotas for specified OGs and AOS in the second phase should continue to be determined on the basis of their respective shares of emigrants in the 3 years preceding the common date. (para. 7)
All the existing specified OGS and AOS should be retained in the GOC. (para. 8)
Librarians and related professionals should be included in the GOC. (para. 10)
There should not be a separate subquota in OG1 for civil servants who are managers and administrators. (para. 15)
