For the same reasons set out in para. 37 above, it is recommended that the existing points scale for public or community service should be adjusted upward. Details of the proposed amendments are set out in Annex 10 for members' consideration.

Follow-up Actions

41.

Subject to members' endorsement of the recommendations in this paper, they will be put to the Home Office for consideration. Members will be kept informed of the progress of discussions with the Home Office. The target is to pass amendments to the Order through the Parliament before August 1993. The day on which the amendments to the Order are made will be the cut-off date for people who are not British Dependent Territories citizens to apply for naturalisation as such in order to be eligible to apply in the second phase. Publicity on the naturalisation cut-off date will be organised well beforehand to explain its nature so to avoid a stampede of applications from people who are unlikely to qualify under the Scheme. Full publicity on the second phase of the Scheme is tentatively scheduled to be launched in October 1993.

Advice sought

42.

Members will be asked to advise whether the following recommendations on the second phase of the BNS should be accepted:

a) The second phase of the BNS should commence on-

3 January 1994 with a 3-month period for applications to be submitted under the GOC and DSC. (para. 3)

b)

The unused places of OG1 in the GOC and the Royal Hong Kong Police Force in the DSC should be carried forward to the GOC quota for specified OGs and the DSC quota respectively. (para. 4)
