any unused places in the sensitive service class (SSC) or the entrepreneurs class (EC) should be distributed between the GOC and the DSC in proportion to their share of their total quotas set out in the Order, and be reallocated to individual OGs/services in proportion to the latter's share of the quota for the class in the second phase; and

for planning purposes, any transfer, if necessary, should take place once and for all by the end of March 1995 when the size of any unused quota would have been established.

C. Disciplined services class

Allocation of quotas among disciplined services

Under the 1990 Order, the DSC quota in a tranche is distributed among individual services on a pro-rata basis according to their strength on the common date minus the number of people in that service eligible under the SSC.

In view of the strong competition in the first tranche among the locally engaged personnel in the Garrison, the Defence Secretary has suggested response rates of various services be given consideration in determining their quotas in the second phase. The arguments are similar to those set out in para 6 above.

In line with the recommendation on the GOC, it is recommended that response rate in the first or second phase of the Scheme should not be used to determine quotas for individual services in the DSC in the second phase. Most of the arguments in para 6 above apply equally well to the DSC. Additionally there is a need to ensure that all disciplined services are treated on a par with one another based on an objective set of criteria. The overall DSC quota being a control total, any change in the rules in favour of any particular service would inevitably be at the expense of the others and would give rise to serious staff management problems.
