It is recommended that the quotas for individual services in the DSC should continue to be determined on a pro-rata basis by their strength on the common date of the second phase. Annex 5 gives a rough estimate of the likely size of their quotas.

D. The points system

22.

The selection of candidates in the GOC and the DSC in the first phase of the Scheme is governed by a points system set out in the Order. In constructing the points system for the first phase of the Scheme, the following factors were taken into account :-

(a) the point-scoring attributes should be of value to Hong

Kong in the run-up to 1997;

(b)

the points system should be as objective as possible;

(c)

the points scale should be so designed as to sufficiently differentiate people without causing clusters applications within a narrow band of points;

of

(d)

(e)

to avoid confusion there should be one common marking scheme for all OGs in the GOC and the DSC; and

given the variety of individual occupations in each OG, special claims of any description of applicants should be adequately addressed.
