As regards the quotas for the disciplined services in the DSC, members noted that they were determined by the respective strength of the services in the first phase. For the same reasons which applied to the GOC and having considered the possible implication on staff relations with the Police whose quota in the first phase had been under-subscribed, members advised that for the second phase of the Scheme, half of the DSC quota should be distributed among the disciplined services by reference to their strength and the other half by their application rates in the first phase.

Members noted that all the above recommendations would be cleared with the Governor before putting to the Ome Office for consideration, and that they would be kept informed of the progress of the discussions.

In response to an enquiry, Mr Wingfield said that any amendments to the British Nationality (Hong Kong) (Selection Scheme) Order 1990 would have to be made in the form of a new Order, approved by an affirmative- resolution of each House of Parliament and submitted to the Queen-in-Council for formal approval. accordance with the normal procedures, there would be no need for the-draft new Order to go to the Committee Stage in the Parliament for debate.

Members endorsed the changes in the profiles of applicants in OG1(N), OG7, OG9 and AO1 set out in the paper and advised that personality checks and verification interviews should be carried out for the following applicants whose adjusted scores were sufficiently high to bring them within the relevant quotas :-
