Members requested an assessment of the effect of adjusting the points scales for public or community service and special circumstances in respect of outstanding occupational achievements and individual merits be made.

On the quotas for specified OGs and AOS in the GOC, members noted that they were determined solely by reference to emigration statistics in the first phase. Taking into account under-subscription in the occupational group of managers and administrators in the private sector in the first phase, members felt that there was a case for adjusting the quota size of OGs/AOS in response to the demand for passports as an insurance policy as perceived by people in different OGs/AOs. This would in effect reduce the chance of mismatch between supply and demand.

Having considered the table circulated at the meeting showing the distribution of quotas by reference to emigration rates and application rates at varying degrees, members advised that for the second phase of the Scheme, half of the GOC quota for specified OGs should be distributed among them by reference to their emigration rates and the other half by their application rates in the first phase, and that the GOC quota for AOs should be distributed among the AOs in the same manner.
