Different scenarios of under-subscription are examined below. Attempts have been made to see how in each case the unused places can be transferred.
(a) Under-subscription of a particular OG in the GOC or the DSC

The selection of candidates in the GOC and the DSC is governed by a points system set out in the Order. Given the relatively small number of places to be allocated to these two classes of candidates in the second tranche (some 7,226 and 834 respectively) as compared with that in the first tranche (14,927 and 6,200 respectively), it is very unlikely that any of the OGs or disciplined services would be under-subscribed. In the extreme case that it did happen, it is suggested that the unused services should be places in any particular OGs/AOs/disciplined
any particular reallocated to the other OGs/AOs/disciplined services according to their share of the relevant quota for the class to which they belong less that taken up by the under-subscribed OG/AO/disciplined service.

In the unlikely event that the specified OGs in the GOC as a whole were under-subscribed, the unused places should be reallocated to the AOS which fall in the same class, and vice versa.
(b) Under-utilization of places in a particular class

The chance of under-subscription in an OG/AO/disciplined service is slim because of the smaller number of places available in the second tranche. It is even more unlikely that the GOC or the DSC as a whole will be under-subscribed. What causes more concern is the possibly smaller number of qualified candidates in the sensitive service class (SSC) and/or the entrepreneurs class (EC) than that envisaged.
