Transfer of places among classes is not necessary if the unused places in a class can be absorbed in that class. As far as under-utilization of places in the GOC or the DSC is concerned, it is suggested that the unused places should be reallocated to the other class. The additional number of places should then be distributed to its respective OGs/AOs/disciplined services according to their share of the overall GOC/DSC quota.

As regards the SSC and the EC, the selection of candidates in these two classes is not governed by a points system. Instead, candidates are selected according to a set of established criteria, and normally they would apply in response to invitation. There is no evidence to suggest that the original provision for either class falls short of demand. It is therefore not necessary for unused places in the GOC or the DSC to be transferred to these two classes.

In the event that the quota for the SSC or the EC is under-utilised, it is suggested that the unused places should be distributed between the GOC and the DSC according to their relative share of the overall quota as set out in para 5 of the Schedule to the Order. The additional number of places so allocated to them should then be reallocated to their respective OGs/AOs/disciplined services according to their respective share of the quota for the class to which they belong.
