Background/Line to take
Area Committees (ACs) are integral parts of the District Administration Scheme. ACS were first formed in 1972 primarily to promote public participation in the Keep Hong Kong Clean Campaign and Fight Violent Crime Committee.
All Area Committees members are now appointed by the District Officer. Area Committees are neighbourhood organizations. They are not part of the 3-tier representative government system. However some liberal politicans have proposed that Area Committees should also be elected.
Line to take
The government has no intention to change the present system of Area Committees. There is a total of 124 ACs in Hong Kong. It would not be feasible to introduce election to the ACs.
