Background/Line to take
In a recent motion debate in LegCo on the role and function of Municipal Councils and District Boards, the UDHK Members have called for the abolition of appointed members to these Councils and Boards.
The Municipal Councils are statutory bodies with responsibilities for environmental hygiene matters, and the promotion and provision of cultural and recreational facilities. They are financially autonomous receiving a percentage of the rates collected by the Government.
Mr. CHEUNG will recommend the retention of appointed and ex-officio members as well as DB representatives on the Regional Council in
1995.
The informal sounding out within the Urban Council indicates strong support for the retention of the appointed members with, if necessary, a small reduction (from 15 to 10 at most). An alternative suggestion is to increase the size of the Urban Council (from 40 to 45) and thus provide for more directly elected members.
