Mr CHOY's view is that DBs have matured over the years and should be given executive responsi- bilities in district affairs. He is however aware that most of the activities which could be taken up by the DBS are now within the purview of the Municipal Councils.

Mr CHOY might urge the government to merge the two-tier system of local government in Hong Kong to one tier similar to the UK system.
