1. My minute of 4 June refers. I attach the initialled agreement with the Malaysians together with the draft exchange of letters on the non-surrender of persons in death penalty cases. I should be grateful for any comments you might have (particularly on whether the proposed exchange of letters would give Hong Kong sufficient cover in the event that they decided not to extradite a person) by 17 June if possible.
