I am pleased to acknowledge receipt of your letter

concerning the manner in which the Hong

Kong Government intends to react in connection with the

surrender of fugitive offenders in respect of offences

which carry the death penalty. My Government takes note

of your communication.

The Government of Malaysia recognises and enforces

legislation implementing the death penalty and looks

towards an agreement that would inter alia facilitate

its law enforcement in this regard. I would also like to

inform you that it is not possible for the Government of

Malaysia in any way to pre-empt the exercise of the

powers of the various Pardon Boards to grant pardons,

reprieves and respites.
