1. I attach telegrams from Hong Kong on the above subject. We have not been asked to comment but I should be grateful for your views as to wether the proposed exchange of letters would in fact be sufficient cover should Hong Kong ever decide to refuse an extradition on the grounds that the Malaysians intended to execute the alleged offender should he be found guilty. I should be grateful for a reply within, say, the next two weeks.
