Article 127. According to the principle of religious freedom, the government of the Macao SAR shall not interfere in the internal affairs of religious organizations, shall not interfere with religious organizations' and believers' maintaining and developing relations with religious organizations and believers outside the Macao regions, and shall not restrict religious activities which do not contravene the laws of the Macao SAR.

Religious organizations may, according to law, run seminaries and other schools, hospitals and welfare institutions and provide social services. Schools run by religious organizations may continue to offer religious education, including opening religious courses.

Religious organizations shall, in accordance with the law, enjoy the rights to acquire, use, dispose of and inherit property, as well as the right to receive financial assistance. Their previous property rights and interests shall be protected according to the law.

Article 128. The government of the Macao SAR shall, on its own, decide on the system for various professions and shall, according to a fair and reasonable principle, formulate relevant methods of assessing and accrediting qualifications for the practice of various professions. People with professional qualifications or qualifications for professional practice obtained prior to the establishment of the Macao SAR may retain their previous qualifications according the relevant regulations of the Macao SAR government.

According to the relevant regulations, the Macao SAR government recognizes the professions and the professional organizations recognized prior to the estabishment of the Macao SAR The Macao SAR government may also, as required by developments in society and in consultation with the parties concerned, recognize new professions and professional organizations.

Article 129. The Macao SAR government shall, on the basis of a previous social welfare system and in light of economic conditions and social needs, formulate, on its own, relevant policies on the development and improvement of the social welfare system.

Article 130. Social service organizations in the Macao SAR may decide, on their own, their forms of services which do not contravene the law.

Article 131. The Macao SAR government shall, according to needs, gradually improve the policy previously practiced in Macao in respect of subventions for non-governmental organizations in fields such as education, science, technology, culture, sports, recreation, health, social welfare and social work.

Article 132. The relationship between non-governmental organizations in fields such as education, science, technology, culture, sports, recreation, the professions, health, labour, women, youth, returned overseas Chinese, social welfare and social work, as well as religious organizations in the Macao SAR and their counterparts on the mainland, shall be based on the principles of non-subordination, non-interference and mutual respect.

Article 133. Non-governmental organizations and religious organizations in fields such as education, science, technology, culture, sports, recreation, the professions, health, labour, women, youth, social welfare and social work in the Macao SAR may maintain and develop relations with foreign countries and other regions and with relevant international organizations. They may, as required, use the name of "Macao, China" in their relevant activities.

CHAPTER VIII: EXTERNAL AFFAIRS

Article 134. Representatives of the Macao SAR government may participate, as members of delegations of the government of the PRC, in negotiations at the diplomatic level directly affecting the region conducted by the central people's government.

Article 135. The Macao SAR may, on its own, using the name "Macao, China”, maintain and develop relations and conclude and implement agreements with states, regions and relevant international organizations in the appropriate fields, including the economic, trade, financial and monetary, shipping, communications, tourism, culture, science and technology and sports fields.

Article 136. Macao SAR representatives may participate, as members of delegations of the government of the PRC, in international organizations or conferences in appropriate fields limited to states and affecting the region or may attend in such other capacity as may be permitted by the central people's government and the international organization of the conference concerned and may express their views, using the name "Macao, China”.

The Macao SAR may, using the name "Macao, China", participate in international organizations and conferences not limited to states.

The central people's government shall, in accordance with the circumstances and needs of the Macao SAR, take the necessary steps to ensure that the Macao SAR shall continue to retain its status in an appropriate capacity in those international organizations of which the PRC is a member and in which Macao particpates in one capacity or another.

The central people's government shall, in accordance with the circumstances and needs of the Macao SAR, facilitate the continued participation of the Macao SAR in an appropriate capacity in those international organizations in which Macao is a participant in one capacity or another but of which the PRC is not a member.

Article 137. The application to the Macao SAR of international agreements to which the PRC is or becomes a party shall be decided by the central people's government, in accordance with the circumstances and needs of the Macao SAR and after seeking the views of the Macao SAR government.

International agreements to which the PRC is not a party but which are implemented in Macao may continue to be implemented in the Macao SAR. The central people's government shall, in accordance with the circumstances and needs, authorize or assist the Macao SAR government to make appropriate arrangements for the application to the Macao SAR of other relevant international agreements.
