Article 110. The Macao SAR shall not practice the policy of exchange control. The Macao pataca shall be freely
convertible.
The foreign exchange reserve of the Macao SAR shall be managed and controlled according to law by the Macao SAR
government.
The Macao SAR government shall safeguard the free flow of all capital within, into and out of the region.
Article 111. The Macao SAR shall retain its status as a free port and shall not impose tariffs unless otherwise stipulated by law.
Article 112. The Macao SAR shall practise the policy of free trade and protect the free flow of goods, intangible assets and capital.
Article 113. The Macao SAR shall be a separate customs territory.
The Macao SAR may use the name “Macao, China” to join international organizations and international trade agreements, including preferential trade arrangements such as the General Agreement on Tariffs and Trade and international trade arrangements for textiles.
Export quotas, tariff preferences and other similar arrangements acquired by the Macao SAR or acquired in the past and still valid shall be enjoyed exclusively by the region.
Article 114. In accordance with prevailing rules, the Macao SAR may issue its own certificates of origin for goods manufactured in the region.
Article 115. The Macao SAR shall protect, according to law, the free operation of industrial and commercial enterprises and, on its own, formulate policies to develop industry and
commerce.
The Macao SAR shall improve the economic environment and provide legal protection to promote the development of industry and commerce, to encourage investment and technical progress and to develop new industries and new markets. Article 116. The Macao SAR shall, on its own, draft labour policies and improve labour laws based on the conditions of economic development in the region.
The Macao SAR shall establish a coordinating body of a consultative nature comprising representatives from the government, employers' associations and employees' organizations.
Article 117. The Macao SAR shall retain and improve the systems of shipping operation and management previously in Macao and formulate shipping policies on its own.
With authorization from the central people's government, the Macao SAR may have its own shipping register and issue related certificates under the name of "Macao, China" according to the laws of the region.
Except for foreign warships that require special permission from the central people's government, all ships shall be allowed to enter and leave the ports of the Macao SAR in accordance with the laws of the region.
Private shipping and shipping-related businesses and wharves in the Macao SAR may continue to operate freely.

Article 118. The Macao SAR shall, on its own, formulate policies for the tourism and entertainment industry according to the overall interests of the region.
Article 119. The Macao SAR government shall protect the environment according to law.
Article 120. The Macao SAR shall, according to law, recognize and protect legitimate title deeds and all rights related to such deeds that were granted and decided before the establishment of the region and that extend beyond 19th December 1999.
CHAPTER VI: CULTURAL AND SOCIAL
AFFAIRS
Article 121. The Macao SAR government shall, on its own, formulate policies on education, including those on the education system and administration, language of instruction, allocation of funds, examination system and recognition of educational records and qualifications to promote the development of education.
The Macao SAR shall gradually introduce compulsory education.
Social organizations and individuals may, according to law, run educational projects of various kinds in the region.
Article 122. Schools of all kinds previously in Macao may continue to operate. Schools of all kinds in the Macao SAR shall be run independently and shall enjoy freedom of instruction and academic freedom according to law.
Schools of all kinds may continue to recruit staff and use teaching materials from outside the Macao SAR. Students will enjoy the freedom to choose their own schools and to study outside the Macao SAR,
Article 123. The Macao SAR government shall, on its own, formulate policies to promote medical and health services and to develop Chinese and Western medicine. Social organizations and individuals may, according to law, provide medical and health services.
Article 124. The Macao SAR government shall, on its own, draft policies on science and technology and, according to law, protect achievements in scientific and technical research, patents, discoveries and inventions.
The Macao SAR government shall, on its own, determine the scientific and technical standards appropriate to Macao.
Article 125. The Macao SAR government shall, on its own, draw up policies on culture, including those on literary arts, press, publication, broadcasting, film and television.
The Macao SAR government shall, according to law, protect the literary, artistic and other works of writers and their legal rights.
The Macao SAR governemt shall, according to law, protect scenic spots, historic sites and other historic relics and the legitimate rights of the owners of such relics.
Article 126. The Macao SAR government shall, on its own, formulate policies on sports. Private sports organizations may, according to law, continue to exist and develop.
