setting up a wider framework for more intensive economic co-operation in
the fields considered essential to economic progress;
economic co-operation through increased investment flows and technology transfers in response to Brazil's specific needs.
B. CONTENT OF THE AGREEMENT
The preamble will make explicit reference to the following:
the traditional links of friendship between the two parties;
the desire to strengthen co-operation with the countries of Latin America in line with the policies adopted by the Council in February 1991 and in
particular:

to
increase existing co-operation to a level consonant with the needs and
intentions of the two parties;
to develop and diversify both trade relations and proper economic
co-operation;
the need to support the process of Latin American integration, in particular MERCOSUL, but also the Amazon Co-operation Treaty (ACT) and the dialogue established with the Rio Group by the Rome Declaration of 20 December 1990; the process of modernization and reform in Brazil, and the opening up and
liberalization of Brazilian trade;
the importance of GATT principles and of international trade, as well as respect for intellectual property rights and freedom of investment;
the need for controlled and directed economic development;
the importance attached by both parties to greater protection for the
environment;
