ANNEX I

1. Scope

The proposed negotiations should lead to the conclusion of a framework co-operation agreement that is substantially more detailed than the agreement that is currently in force between the Community and the

Federative Republic of Brazil.

2. Structure

The agreement will be non-preferential, will cover a significant number of fields of co-operation that are not provided for under the current agreement, and will also contain a future developments clause. Consequently, it is important that the agreement should be flexible as regards its application, in order to allow the contracting parties to take

initiatives they may judge necessary.

3. Duration

The agreement will be valid for five years and tacitly renewable each year

thereafter.

4. Objectives

Co-operation will be developed by reference to a number of complementary

objectives:
