Representatives of the Government of the HKSAR may, as members of delegations of the PRC, participate in international organizations conferences in appropriate fields limited to states and affecting the Region, or may attend in such other capacity as may be permitted by the Central People's Government and the international organization or

conference concerned, and, may express their views, using the name "Hong Kong, China". [Article 152, Para. 1]

The HKSAR may, using the name "Hong Kong, China", participate in international organizat- ions and conferences not limited to states.

Defence and maintenance of public order

The Central People's Government shall be responsible for the defence of the HKSAR. [Article 14, Para. 1]

Military forces stationed by the Central People's Government in the HKSAR for defence shall not interfere in the local affairs of the Region. The Government of the HKSAR may, when necessary, ask the Central People's Government for assistance from the garrison in the maintenance of public order and in disaster relief. [Article 14, Para. 3]
