Central People's Government shall appoint the Chief Executive and the principal officials of the executive authorities of the HKSAR in accordance with the provisions of Chapter IV of the Basic Law. [Article 15]*

The HKSAR shall be vested with executive power. It shall, on its own, conduct the administrative affairs of the Region in accordance with the relevant provisions of the Basic Law. [Article 16]

No department of the Central People's Government and no province, autonomous region, or municipality directly under the Government may interfere in the affairs which the HKSAR administers on its own in accordance with the Basic Law. If there is a need to set up offices in the HKSAR, they must obtain the consent of the government of the Region and the approval of the Central People's Government.
