Detailed information about the unit of the institution that will be responsible for implementing this project.
(a) Name of the unit:
Security Branch, a policy branch of the Hong Kong Government, is responsible for reviewing, revising, testing and finalizing the DBCP, in consultation with all involved organizations.
(b) Major responsibilities of the unit, in addition to the tasks that will be required to carry out this project:
Security Branch, headed by the Secretary for Security, has policy responsibility, within the Hong Kong Government, for the police, the fire and ambulance services, the auxiliary air force, and auxiliary civil defence and various other disciplined services. It is also responsible for contingency planning for emergencies, and for ensuring that the Hong Kong Government's overall response is properly determined and implemented. Hence, the Branch is responsible for writing, testing and implementing the DBCP.
(c) Staff size of the unit (indicate scientific/engineering
and technician/support staff separately):
The project is essentially in two parts:
Part 1 involves the preparation of the exercise designed to test the effectiveness of the response arrangements set out in the revised DBCP. On this it is envisaged that the Exercise Preparation Team will seek the IAEA experts' advice on the exercise scenario and script; and
.. Part 2 involves the implementation of the exercise and its assessment. In addition to the participation of the Government departments/agencies with roles to play, it is envisaged that the IAEA experts and the Exercise Preparation Team will be involved in the assessment of the exercise.
