While the Hong Kong Government will meet the development costs of providing equipment and other resources needed to enable government departments/agencies to effectively respond to a nuclear emergency situation, for the purpose of testing and evaluating the response arrangements set out in the revised DBCP (which is the essence of this project), it is not contemplated that there will be any significant development costs.
