State the primary objectives of the project and how they would contribute to solving the problem outlined in 3.1(a).
The primary objectives of the project are -
(a) to provide comprehensive assistance in the preparation of a full scale exercise to effectively assess whether the revised DBCP and the supporting government organizations involved

of providing an adequate and effective emergency response in the event of a serious accident at the GNPS causing
the GNPS causing a release of radioactive material into the atmosphere which

to review and evaluate the exercise, which the Hong Kong view to Government plans to hold in May 1993, with a making recommendations on whether the revised DBCP can be finalized per se and if not, what steps need to be taken to remedy any weaknesses detected particularly in the following areas
(i) the overall emergency planning arrangements; and
(ii)
the performance of the supporting organizations involved
for example, whether additional training is required, the adequacy of the equipment used and effectiveness of communications arrangements; and
to contribute towards the development of local expertise in radiological preparedness and planning.
