Indicate the status of all on-going activities related to the project:
Since 1989, a Background Radiation Monitoring Programme has been implemented by the Royal Observatory
(a department in the Hong Kong Government! with the primary objective of establishing the baseline radiation levels in Hong Kong, This means that about years data have been acquired and analyzed before the commissioning of the GNPS in 1993. After the commissioning of the nuclear power station, routine environmental radiation monitoring will be continued.
Based on two consultancy reports prepared by the UKAEA, the Hong Kong Government produced the draft DBCP in 1990, which was tested through a command post exercise "PENNANT" in November of the same year. Dr. B.H. Weiss and Dr. J.D. Jamison of the IAEA had kindly provided expert advice at all stages of the planning and implementation process.
A major recommendation of the post exercise report was that the draft DBCP should be reviewed, revised and retested before the commissioning of the GNPS. Work in these areas have commenced since early 1991. An Exercise Preparation Team will be established on 1 November 1992. It will function up to the end of June 1993 to write the exercise script, implement and assess the exercise and prepare the post-exercise report.
The inaugural cross border meeting on off-site contingency planning matters with the Chinese Government was held in June 1992. Arrangements are being made with the Chinese Government for expert talks to sort out details of cross-boundary arrangements in relation to emergency planning and preparedness in order ensure that plans on both sides of the border are compatible and complement each other.
