DRAFT HONG KONG ADDITIONAL INSTRUCTIONS 1992
1. I attach a draft submission to Mr Goodlad (Annex A), draft Letters Patent and draft Additional Instructions for Hong Kong (Annexes B & C). I also enclose a copy of the Letters Patent and Royal Instructions which are to be amended (Annex D).
2.
The background to these two draft instruments is set out in the draft submission, and in the attached Note for the Privy Council prepared by Hong Kong Department (Annex E).
The Hong Kong Government were fully consulted and they are content with the draft instruments.
