The present wording will will have implications First, for drafting

XXI(2)(b).
"Deputy President" will have to be Secondly, there might not be a
situation where the senior ex-officio Member will have to preside at a LegCo meeting because there is no President's
deputy.
This being so, RI XXI (2)(b) might become superfluous and could be repealed in its entirety. Further
amendments will then need to be made to the proposed RI
XXI (3) to remove reference to "the senior ex-officio
Member".
As the Privy Council is to meet to-day, we recognize that it might be very difficult to put forward
amendments at this very late stage, but we would be grateful if you would try your best. You would appreciate that it is extremely embarrassing to have inconsistent
references to "the President's deputy" and "Deputy President"; this could give rise to interpretation problem
in future.
The substitution for the latter reference is
only a minor textual amendment and this alone, we trust, should not pose undue difficulties.
