THE DRAFT HONG KONG LETTERS PATENT 1992 AND THE DRAFT HONG KONG

ADDITIONAL INSTRUCTIONS 1992

Problem

1.

The approval of a Foreign and Commonwealth Office Minister

is required for the attached draft Hong Kong Letters Patent and

Additional Instructions to be submitted to the meeting of the

Privy Council to be held on 17 December.

Recommendation

2.

I recommend that Mr Goodlad approves the two draft

instruments. Papers have to be with the Privy Council Office

by 5pm on 11 December. If the Minister agrees, he should sign

his name at the top right hand margin of each draft.

Background

3.

Amendments are required to the Letters Patent and Royal

Instructions to the Governor of Hong Kong in order to implement

three of the proposals for constitutional change made by the

Governor in October this year. These amendments will come into

operation on the day following publication in the Hong Kong

Gazette if the two instruments are made at the forthcoming

Privy Council meeting. The changes are:
