d) Required completion date. It is intended that if affirmative resolutions of both Houses have been obtained in time, the approved draft orders will be made at the Privy Council meeting on 17 November. There is another Privy Council meeting scheduled for 17 December if the Parliamentary procedures take longer than anticipated, so I do not think we need to make clear at the laying stage what consequences there would be in failing to achieve the affirmative resolutions by 11 November, the date the drafts have to be sent to the Privy Council Office. Ratification of the two agreements would not be delayed if the Orders were made at the December Privy Council meeting.
e) Comment. It is really for your department to provide comments and an answer to whether the draft Orders are likely to be controversial. I would be most grateful if you would be kind enough to let Ms Hodgkiss have your answer and comments.

Do we yet know who in ECD(I) will be the desk officer who will be looking after these Orders? If so, perhaps he or she could keep in touch with Ms Hodgkiss.
