GOVERNOR'S SPEECH: AMENDMENTS TO THE LETTERS PATENT TO ROYAL INSTRUCTIONS
1.
I attach draft Royal Instructions and Letters Patent to give effect to the Governor's speech to be made today. I have not referred to the Letters Patent as Letters Patent No. 1 even though we may have to do a second amendment to the Letters Patent later this year. This is because in her letter of 4 September to Ms Williams, HKD, Miss Wong was only "reasonably certain" that the Judicial Officers (Security of Tenure) Bill would go to Legco in November. There is no point in taking account of the future amendment of the Letters Patent necessary to reflect the Bill in the present Letters Patent because we do not know for certain that the Bill will be made this year.
You kindly agreed to send the drafts off to Hong Kong for their comments. I will send them for printing today after you have had a chance to look at them.
