ASSOCIATION AGREEMENTS WITH POLAND AND HUNGARY:

DRAFT ORDERS

Ms Hodgkiss has given me a copy of a letter to the Parliamentary Clerk from the Assistant Private Secretary to the Government Chief Whip. This is asking for information on all known affirmative statutory instruments which will require their Parliamentary procedures to be completed before the Christmas recess. As you know, we have two draft orders in hand which involve the affirmative resolution procedure. set out below the answers to four out of five of his questions. I would be most grateful if you would supply the fifth answer.

a) Title. The titles of the two draft Orders are The European Communities (Definition of Treaties) (Europe Agreement establishing an Association between the European Communities and their Member States and the Republic of Hungary) Order 1992 and the European Communities (Definition of Treaties) (Europe Agreement establishing an Association between the European Communities and their Member States and the Republic of Poland) Order 1992.

b) Objective. The objective is to specify the two Agreements as European Community Treaties for the purposes of the European Community Act 1972.

c) Expected laying date. I believe the intention, according to the timetable which you have prepared, is to lay the two Orders before Parliament on 19 October, though I suppose it is possible this may slip a day or
