I attach a copy to you of a minute to Ms Conroy, ECD(E) setting out the information required in Mr Alderton's letter of 2 October 1992. It sets out all the material necessary for your reply to Mr Alderton other than the comment which is for ECD (E) to provide. The rest of my minute is self-explanatory. I take it that you will be letting Parliamentary Unit have a copy of your reply.

2. Two other Orders which I am likely to be doing before Christmas under the Criminal Justice (International Cooperation) Act 1990 do not appear to be subject to the affirmative procedure. I may have two further instruments before Christmas amending the Hong Kong Letters Patent or the Hong Kong Royal Instructions, but these are not statutory instruments and are not subject to the affirmative procedure.
