likely evolution in Hong Kong opinion. It would also be

useful to know more of the Governor's thinking on longer term

strategy. This is sensitive ground; we do not want to give

the impression of cold feet in London. We believe that the

best way of securing a fuller assessment will be a telegram

from the Secretary of State.

The Governor suggests that in the short term it would be

tactically useful for us to activate the JLG channel by

having Mr Galsworthy ask his opposite number at the end of this week how the Chinese wish to pursue matters, given that Qian suggested further discussion in the JLG. This is

unlikely to lead to a productive exchange, but would help to keep the initiative.

The Governor's visit to London (16-20 November) would be

a good opportunity for Ministers to consider the way forward collectively. We have established informally that a meeting of OPD (K) would be possible for the Prime Minister and the

Secretary of State on 18 November. This would also fit with

the Governor's programme (although we have not mentioned the idea to him, pending the Secretary of State's agreement). Given the importance of the Chinese angle, it would also be

useful for Sir R McLaren to be asked to return in order to

take part in a discussion with the Secretary of State and

Mr Patten before OPD (K).

We discussed these points with Mr Goodlad before his

departure for Manila this morning. He agreed with them.
