Yes, Circular No. 1/88 on "New Pension Scheme for Judicial Officers" dated 23.12.88 issued by the Chief Justice is at Annex D. This circular did not touch upon HMOCS matters.
Papers relating to the transfer to permanent terms of Messrs I R Britton and J M Meredith are at Annexes E and F.
Looking back it appears that CSB Circular No. 6/85 would have applied to the Judiciary when first issued. However the ExCo decision in 1986, granting the right to agreement officers to transfer to permanent terms without mention of 28 March 1985 deadline, may have superseded the CSB Circular.
