I also asked for measures to be taken to prevent heavily pregnant women coming to Hong Kong on two-way permits to give birth (there were 2,332 in 1991). Chen Wenli thought this a huge joke and said that pregnant women were very

clever. But he undertook to try to prevent this.

Illegal immigrants

25,000 illegal immigrants were arrested in 1991, 8.6% less than in 1990 but 60% more than in 1989. I pointed out

that 40% of IIs were now coming by sea, compared with 28% in early 1990. I gave a list of the main departure points to Huang Qun. Chen Wenli said that these departure points had been noted, and that attention would be paid to them.

Utilisation of Lok Ma Chau

There were 2,700 vehicles a day using Lok Ma Chau at

the start of 1991, and 5,500 by August. Since August there has

been no increase. I asked for the diversion of a further 1,000

vehicles from Man Kam To; and for lorries carrying fresh food (vegetables, milk and seafood) to be diverted to Lok Ma Chau

too. There are about 200 fresh food lorries. Huang Qun agreed

in principle to this proposal. Experts will follow up.

Border opening hours

I proposed that the 3 vehicle crossing points should

open at 7am, half an hour earlier than at present. This would help alleviate early morning queues.
