It is interesting that a Deputy Director of the Guangdong PSB (not Chen Wenli) rang the Commissioner of Police on 27 Janaury to apologise for two very minor incidents that occurred in Deep Bay on 25 January. This suggests that they may be somewhat embarrassed about the 22 January incident.

Both sides agreed on the importance of making every effort to stop the smuggling of firearms. The police forces on both sides will continue to pass information and to develop

Stolen cars

We handed over up to date lists of stolen cars and asked the Chinese to speed up the return of those they find

(only 34 have been returned to date). We also asked that they should take measures to prevent the licensing of stolen cars.

Chen Wenli said that this was not allowed.

Two-way permit holders

I informed Huang Qun that from 1 April we intended to

start prosecuting those who blatantly overstayed the period of

their two-way permits. He made no comment. Last year he had expressed understanding of our intention to do this.
