LTC92 had been costed on the basis of Withdrawal Plan (OWP).

Recognised that LTC93 would need to take account of the Army's actual drawdown plans, as well as to make provision for the Stronger for Longer option contained in the 1991 OWP.
Two alternative assumptions raised, mutually exclusive of each other but which would expose the additional costs (to LTC) of each.
