RAF REGULATIONS FOR THE APPROVAL AND CLEARANCE OF FLIGHTS TO DESTINATIONS ABROAD
Sec(AS) are in the process of updating Air Publication 1158 (AP1158) which sets out RAF guidelines for gaining diplomatic clearances for flights abroad.
AP1158 sets out diplomatic clearance arrangements for each individual country in a series of separate entries attached to a set of general instructions. Most amendments to these are routine or procedural and reflect agreements made between our DAS and the appropriate authorities. These changes are generally uncontentious and I have not felt it necessary to seek approval for them. I have, however, attached, at annex A, two amended entries which I hope reflect recent developements in the Soviet Union and in Yugoslavia and which have been produced after consultation with the relevant UK in-country representatives. I should be grateful for confirmation that you are content for me to publish them.
On a related point, I have also attached, at annex B, copies of two Annexes from AP1158. One lists countries for which FCO clearance is required before seeking diplomatic clearance and the other identifies those countries to which flights should not be planned or are prohibited. I should be grateful if, in addition to the above, you would check through these lists and let me know of any changes to them which you would wish to see. I am copying this letter to NPDD who will also wish to comment.
