appropriate for Governors to have their own Arms and monograms painted on the door panels. The Royal Cypher should not be used for this purpose.

It

is customary for Governors to fly a replica of their flag in miniature on the bonnet when they are personally in the

vehicle. A chromium plated crown is normally fitted to the front and rear number plates in place of registration

numbers.

The Governor should occupy the seat of honour, ie the right when in a car, except when, as an act of courtesy, he yields

the seat of honour to a distinguished guest.

LEAVE OF ABSENCE

A Governor desiring to take leave must seek in advance the permission of the Secretary of State (Heads of Mission Section) by telegram. The amount of leave to be granted is at the discretion of the Secretary of State, but in practice Governors are normally regarded as earning leave at

rate as senior officers in the Territory.

Territories the amount of leave which the Governor may take with salary is prescribed by local law. Before leave is approved, Heads of Mission Section will consult the relevant geographical department.

In a

few

Governors appointed from the Civil Service sometimes have in hand a balance of leave earned in their previous Civil Service. Since, as explained above, a Governor's leave is not of right but is granted at the discretion of the Secretary of State, a Governor cannot claim to be entitled to carry forward leave which has been earned but not Further, in deciding how much leave to allow on any particular occasion, the Secretary of State must have regard primarily to the requirements of the public service.
