Failing all these, some totally arbitrary measures may be used to resolve the bunch, e.g. those who are nearest the mid-point of the prime age band would be recommended.

While the above options are possible ways of resolving the bunching problem, it is clearly premature to formulate any firm proposals before the extent of the bunching problem in each occupational group, if any, has been analysed. The precise solutions will depend to a large extent on the extent of the bunching problem and the profile of the potentially successful applicants.

The possible options set out in paragraphs 6 to 8 above be seen as examples only. The advice of the Steering Committee on the precise proposals for resolving the bunching problem will be sought in due course.
