(c) the usual arrangement of keeping the identity of applicants anonymous should be strictly applied when candidates at the bunch are considered.

Any such criteria will only apply to applicants within the bunch with a view to selecting from among them one or more applicants, as the case may be, for recommendation for British citizenship. Application of these criteria will not change the points scored by any other candidates, hence their relative position in any queue. In other words, applicants outside the bunch will not be affected. Moreover, the criteria may differ from one occupational group to another, depending on the profile of the applicants. It is envisaged that most of such criteria would be related to the attributes of the applicant as set out under the scheme. For example, priority may be given to those within the bunch of equally qualified applicants who have the following attributes
-
(a) those within a particular age band, e.g. from 30 to 41 years old;
(b) those with a particular type of professional qualifications, e.g.
Master of Business Administration;
(c) those with experience in a highly specialized occupation, e.g.
Air Traffic Controller; or
(d) those with a longer period of service with public bodies or
voluntary agencies.
The factors used in the application of special circumstances points for a particular occupational group can be used again in resolving the bunch. Consideration could also be given to suggestions such as giving priority to applicants whose spouses come within the occupational ambit of the scheme and who have also scored high marks in their respective streams, though not high enough to succeed.
