Composition of the Sensitive Service Class

PURPOSE

This paper informs members of the number of places available for different categories of the Sensitive Service Class.

Article 23 of the British Nationality (Hong Kong) (Selection Scheme) Order 1990 provides that the Governor may recommend an applicant if he considers that a recommendation is justified in view of the applicant's service in the interest of the Crown (whether in the private or public sector) or the applicant's other activities of a sensitive nature. Within the meaning of this Article, various categories of the Sensitive Service Class have been identified and agreed with the Home Office. They include places for civil servants drawn from the Directorate, the Administrative Service, the Police and the Labour and Immigration Departments; selected civilian and military personnel in the Garrison; departmental and general grades support staff working in sensitive areas; and civil servants and private individuals who are able to demonstrate vulnerability.

Members have been informed that a total of 6,300 places is provided under the Sensitive Service Class. Of these, 3,850 places have been allocated for the first tranche. An estimated breakdown of the number of places for various categories under the Sensitive Service Class is at the Annex. These numbers represent the best estimates we have. The number of each category is not definitive, but the total for the Class as a whole has been enshrined in legislation.
