BACKGROUND AND ARGUMENT

(i) GOC procedures

Members have been informed that the procedures for processing applications under the GOC are as follows -

(a)

screening of applications and data entry;

(b) production of profiles for consideration by Steering Committee

to award Special Circumstances points;

(c)

in the case of awarding Special Circumstances points, production of qualified and unqualified lists for resubmission to the Steering Committee if necessary;

(d) personality checks and verification interviews;

(e) resubmission to the Steering Committee to note the results of

personality checks and verification interviews;

(f) confirmation of no change in circumstances by applicants;

(g) Governor's recommendation for registration;

(h)

Secretary of State's approval for registration; and

(i)

issuance of registration certificates.
