Clinical teachers in the two local universities are very important for the training of future generations of medical doctors, the promotion of medical research and the provision of clinical service. They work side by side with Government doctors. But they may lose out under the scheme for lower scores under "Connection with the UK". High wastage rate in the past few years (e.g. 17% in 1989 and 21.6% in 1990 in the Faculty of Medicine in HKU). Suggest to give Special Circumstances points to recognise the special
