Government doctors are less likely to score points in areas such as voluntary service, public or community service because of long hours of work.

Balance between successful

applicants in the public and private sectors should be

maintained. Serious consequence to the provision of public health services if success rate of Government doctors significantly lower than that of their private sector counterparts. But it is politically unacceptable to exclude all private practitioners. SC points may be given to private practitioners with specialized skills not available in the public

sector.

It is estimated that within the pool of medical doctors in Hong Kong, about 34% are Government doctors

(estimation based on

the number of MOS, SMOS and Consultants). 156 of the potentially successful applicants are Gov't doctors, i.e. they take up about 33% of the quota in OG 11. Not specific on which type of specialized skills should deserve additional points.

Doctors in the subvented sector are "discriminated against" under the scheme for lack of "Connections with the UK" points. They should get a fair share of quota in OG 11.
