The Governor is right. Amnesty International's own rules are that the local section should not comment publicly on the local scene. In other words, the one country the British Section does not campaign about is Britain. The same should apply to Hong Kong.
3. You may like to tell the Governor that, unless he sees objection, I propose to find an opportunity to raise the matter in a low key way with the Secretary-General, Ian Martin, at Amnesty International's international section here in London.
