You will have seen in the float a copy of Hong Kong telno 3587 (copy attached). On the assumption that UND are holders of the folk memory about Amnesty International, I

would be grateful for any advice you could let me have. On the face of it, the Governor seems to be reacting rather

strongly to what sounds like some fairly low key comments by

the Amnesty representative in Hong Kong. If there is a convention on the lines he describes, I suppose the Hong Kong Government would have a case for raising it with

Amnesty. What to you think?
